Transfer Period
The Health Benefits Program Transfer Period, normally of 30 days duration, begins October 1st of any year. Health plan changes requested during the Transfer Period will be effective the first full payroll period in January of the following year.
During the Transfer Period, employees may transfer into any health plan listed below for which they may be eligible, or add or drop Optional Rider coverage or add or drop dependents in their present plan. Some plans are restricted to employees of a specific agency, members of a particular union, or residents of specific zip code areas. Consult the Summary Program Description Booklet for plan descriptions and a comparison of benefits under all plans, or visit our website. You may also call the health plans directly for additional information or visit their websites listed below.
To transfer, add or drop an Optional Rider, or add or drop dependents, you must complete a Health Benefits Application available from your agency health benefits representative or you can download it from our website.
To elect the Waiver Buy-Out Program or change health premium contribution tax status, you must fill out both a Health Benefits Application and a Medical Spending Conversion Enrollment Change Form. All forms are available from your agency payroll or personnel office or you can download them from our website.
Forms must be completed and returned to your payroll or personnel office no later than the last day of the transfer period. We encourage you to submit your application as early as possible.

Basic Plan and Optional Rider Costs
Basic coverage is available under certain plans at no cost, while other plans require a payroll deduction. A rider for optional benefits may be purchased under all but one of the plans (DC 37 Med-Team/Choice does not offer an Optional Rider).
Under the voluntary Medical Spending Conversation Program, health plan deductions for employees will be made on a pre tax basis. Each Optional Rider is a package. You may not select individual benefits within the rider package. However, if your union welfare fund provides benefits similar to some or all of those listed in the rider for your plan, those specific benefits will be provided only by your welfare fund and will not be available through the rider. In these cases, payroll deductions will be reduced accordingly. If your health plan's Optional Rider only consists of a prescription drug plan, and your welfare fund provides this same benefit, your deductions will not be adjusted should you choose the rider.
